Won't Start

My SO was riding the Savage and ran out of gas on
reserve, now it won't start. I put in fresh gas,
pulled the spark plug, cleaned it and let everything
dry out. It still won't start. It turns over and
cranks just like always, but, no go.

Any ideas?
I think that maybe the petcock got clogged when it ran
dry.
Does this make sense?

Any help is greatly appreciated.
